The Best Company Formation Agents in Hong Kong

Updated 15 agents evaluated7 listed

Hong Kong is the jurisdiction where the second year costs more than the first and almost nobody says so up front. A company here needs a resident company secretary and a registered address every year, permanently, and those two obligations are what the agents are really selling. Government fees are about HKD 3,895 in year one. The agents below charge between roughly USD 745 and USD 1,350 all-in, and the renewal figures diverge much more than the formation ones. How we rank

Rank 01

Osome

Best overall

The lowest published all-in price, government fee included.

Updated
Why they’re on this list
  • Packages start at about USD 745 with the HKD 3,745 government incorporation fee already inside the number, so the quote is the cost
  • The cheapest genuine all-in figure on this page, roughly USD 300 below Air Corporate and USD 600 below AsiaBC for the same statutory outcome
  • Runs incorporation, company secretary and ongoing accounting on one platform, so the annual obligations do not need a second supplier
  • Software-first rather than relationship-first, which suits a founder who wants a dashboard and frustrates one who wants a named accountant
Rank 02

Air Corporate

Best for banking

Fixed all-in pricing with the secretary and address bundled.

Updated
Why they’re on this list
  • All-inclusive incorporation from about USD 1,070, with the company secretary and registered address included rather than added later
  • A Hong Kong company itself, registered with the Companies Registry as a Trust and Company Service Provider under TC008778, and operating from Quarry Bay
  • Reports a high success rate on bank account introductions, which in Hong Kong is the step that actually fails
  • Publishes detailed cost breakdowns for the jurisdiction rather than a single package price, which is rare enough here to be worth noting
Rank 03

Sleek

Best digital onboarding

Tiered plans starting below the market, with the compliance work priced upward.

Updated
Why they’re on this list
  • Starter plan from HKD 5,349, with the Grow plan at HKD 7,700 for companies that need more than the minimum
  • The fastest digital onboarding in this group, with accounting software included rather than sold as an add-on
  • Read which plan includes the company secretary for the full year. The gap between Starter and Grow is where most of the real obligations sit
  • Operates across several Asian jurisdictions, so a Hong Kong company can sit alongside a Singapore one on the same account
Rank 04

Statrys

One published all-in figure, with the payments account as the real product.

Updated
  • Publishes a single all-in price of HKD 7,740, updated April 2026, with company chops included
  • The clearest single number on this page. No tiers, no plan comparison, no upgrade path to read
  • Built around its own payments and foreign exchange infrastructure, so the incorporation is a route into that rather than the whole business
  • Worth choosing only if you want the payments account too, because on formation alone it is not the cheapest here
Rank 05

BBCIncorp

Three packages, with the renewal stated as clearly as the formation.

Updated
  • Packages run from about USD 899 to USD 1,599, with all first-year government fees covered including the Certificate of Incorporation and the Business Registration Certificate
  • States the all-in renewal at USD 899, which is the number most agents in this market will not put on a page
  • Bundles company secretary, registered address, banking assistance and ongoing compliance oversight into the package tiers
  • A multi-jurisdiction operator rather than a Hong Kong house, so expect breadth over depth on Hong Kong specifics

The recurring obligations are the product

A Hong Kong company must have a company secretary who is resident in Hong Kong, and a registered address in Hong Kong, every year for as long as it exists. A non-resident founder cannot do either personally.

That is the whole reason this market exists, and it is why comparing agents on the incorporation fee alone is a mistake. You are signing up to an annual relationship. Ask what year two costs before you pay for year one, and note that only BBCIncorp on this page publishes that number without being asked.

The audit nobody budgets for

Hong Kong requires an annual audit by a local CPA. It applies to almost every company, including many dormant ones, and it is not included in any of the incorporation packages above.

This is the most common reason a Hong Kong company turns out to cost more than the founder planned. Before choosing on a USD 745 versus USD 1,070 formation fee, get an audit quote, because it will usually be larger than the gap between them.

Territorial does not mean automatic

Hong Kong taxes profits sourced in Hong Kong. Profits genuinely sourced elsewhere can fall outside the charge, and that is a real and legitimate feature of the system.

It is not automatic, and it is not a filing box you tick. An offshore claim is examined by the Inland Revenue Department and needs to be supported by where the work was actually done, where contracts were negotiated and where decisions were taken. Agents that present this as a default outcome of incorporating in Hong Kong are describing a marketing position, not the law.

Frequently asked

About HKD 3,895 in the first year, being the incorporation fee plus the Business Registration Certificate. The government has waived or reduced the business registration fee in some years, so the exact figure moves; check the current rate rather than trusting a guide, including this one.
